In the year 117 AD the
Roman Empire had reached its greatest extend by emporer Traian's conquests.
But this extend could
only be kept for a few years.
The empire reached from
the Atlantic-coast of Spain to the Persian Gulf and from Mid-Britain to southern
Egypt.
The empire was divided
into provinces, controlled by a gouvernor.
The older provinces were
maintained by the Senat, the newer ones since the late republic were under the
control of the emporer.
Legions were not stationed in all provinces. They had there camps, where the
risk of uprising or the danger for the borders were high.
For a campaign legions or
parts of it were called together from provinces where they could be missed.
